Okinawa works on different logic from mainland Japan. Rail barely exists outside the Naha monorail, so the honest first question is whether you are renting a car — and for anything beyond Naha, the answer is usually yes. Book the car before the hotel, because supply tightens well ahead of demand in summer. Beyond transport, the planning is mostly about how far north you are willing to drive, since the aquarium and the best beaches sit a long way from the capital.

For Naha alone, no — the monorail and taxis cover it. For Churaumi Aquarium, the northern beaches or anywhere off the main road, yes. Buses exist but turn a two-hour drive into most of a day.
