Road distances are large. Do not plan Hokkaido using Tokyo-scale assumptions; a route that looks compact on a national map can require hours of driving.
02Documents and pickup
Most visitors need a physical domestic licence, passport and a paper International Driving Permit issued under the 1949 Geneva Convention before departure. Some licence countries use an official Japanese translation route instead. Requirements depend on the issuing jurisdiction.
The rental counter can refuse the vehicle if the documents are not valid, even when an online reservation was accepted.

05Winter driving changes the answer
Snow tires are essential in winter conditions, but they do not eliminate black ice, poor visibility or long braking distances. If you have no snow-driving experience, use rail and organized transport rather than learning on an unfamiliar road.
Mountain passes can close or become slow. Leave schedule margin and avoid a flight departure immediately after a long winter drive.
