Tax-Free Shopping in Japan: The 2026 Rules Explained

Japan’s tax-free system can save eligible short-term visitors the consumption tax at participating stores, but the process and timing matter. A major change begins on 1 November 2026, so advice written for an earlier trip may be wrong for yours.

01Who is normally eligible?

The scheme is designed mainly for qualifying non-residents visiting Japan temporarily. Your immigration status and entry record matter. Bring the original passport; a photograph or photocopy is not a safe substitute. Some stores can use Visit Japan Web details, but you should still carry the passport when planning a tax-free purchase.

Only stores displaying the tax-free logo participate. A tax-free counter may be on another floor, and some department stores charge a handling fee.

02The rule before 1 November 2026

Under the current point-of-sale system, the store confirms eligibility and removes the consumption tax during purchase. Minimum purchase conditions apply at the same store on the same day. Consumables may be sealed and must not be opened in Japan.

Keep the goods with you until departure and be ready for customs inspection. From 1 April 2025, items sent overseas by international parcel no longer qualify for the exemption.

03What changes on 1 November 2026?

Japan will switch to a refund model. Eligible visitors pay the tax at the shop first, then receive a refund after export confirmation before departure. This means your budget must cover the tax upfront and you should allow time for the airport process.

05Is tax-free always the cheapest?

No. Compare the final price with sales, coupons, card offers and prices at home. A store’s handling fee can reduce the saving. Warranty, voltage, language settings and international returns can matter more than the tax.

For expensive electronics or watches, check whether the manufacturer honors the warranty in your country. For cosmetics and food, respect your destination’s import restrictions.
